Any person(s) wishing to gain access to the Gated areas Black Butte Ranch, including Owners, Lessees, and Registered Guests, must register at the Welcome Center to obtain the appropriate Ranch Pass. The issued Ranch Pass will identify the level of access that has been granted in accordance with the Access Procedures and must be displayed at all times. Lost or stolen cards, stickers or mechanisms should be reported to Black Butte Ranch staff at the Welcome Center. A charge may apply for replacement of any gate pass.
Persons accessing the Ranch by any means other than a motorized vehicle (i.e., walking, biking) will be held to the same levels of access, restrictions on access and responsibilities associated with the grant of access to the community. Motorcycles are not allowed access to Black Butte Ranch and motorcycle operators will not be given a Ranch Pass
Ranch Rules and Regulations Section 2.1.7. - Enforcement
All Owners, Lessees, Registered Guests, and other visitors are required to comply with all community rules and regulations, written or posted. This includes, but is not limited to, community speed limits, designated parking areas and use of recreational facilities. Black Butte Ranch reserves the right to deny access or request that a person vacate the community, at its discretion.
Enforcement and compliance are the responsibility of the Ranch General Manager, or the General Manager’s designee(s), and the Black Butte Ranch Police Service District, which has authority under Oregon law to enforce the Black Butte Ranch Rules and Regulations.
Failure to display a Ranch Pass, misuse of a Ranch Pass, or violation of other Association rules may result in the following (in addition to any other right or remedy available to the Association under applicable law):
• Revocation of access privileges
• Warning citation issued by the Black Butte Ranch Police Service District or
• Penalty citation issued by the Black Butte Ranch Police Service District
Unless the bike path is unavailable, bike cyclists, walkers, joggers, skaters, and personal mobility devices are to use the bike path, NOT the roadways.
Bicycles may only be used on bike paths or roadways and are not allowed on any nature trails. E-Bikes must not exceed 15 mph and riders of E-Bikes must wear helmets. Minimum age for riding E-bikes is 16 years old.
Dogs are welcome at BBR, however, they must be under control by leash at all times when off an Owner's private propertyIMMEDIATE cleaning up after dogs is required—dog waste bag dispensers and disposal sites are conveniently located at key locations throughout BBR
Skateboards, including but limited to Long Boards, Hover Boards and Onewheels are not allowed. (Rollerblades and Razor Scooters are allowed).
Motorcycles are not allowed beyond the gates of Black Butte Ranch. ATVs and UTVs are not allowed anywhere on the ranch. An exception is granted for unique equipment, including ATV's and snowmobiles, used by Ranch staff in the course of their work for specific maintenance purposes.
Ranch Rule and Regulation - 3.6 Parking
3.6.1 - Roadways must be kept open at all times to permit the movement of emergency vehicles. Parking on roadways and shoulders is prohibited at all times.
3.6.2 - Parking must be confined to private driveways or designated parking areas. Vehicles shall not utilize more parking spaces than is reasonably necessary based on the vehicle type and size. If an Owner anticipates that he will have inadequate parking to accommodate his guests, he should contact the General Manager of the Ranch in advance for planning and assistance (see Section 3.6.4 for authorization and notification requirements).
3.6.3 - The Black Butte Ranch Police Service District has authority to have an improperly parked vehicle towed away at the vehicle owner’s expense or cite the vehicle owner or both.
3.6.4 - All designated parking areas on Black Butte Ranch are to be used at all times exclusively for the parking of unoccupied motor vehicles. Parking exceptions for special events (concerts, Owner’s BBQ, Fourth of July Parade, etc.), work parties, and Ranch maintenance crews’ will require authorization by the General Manager of the Ranch, and notification to the Black Butte Police Service District. If a roadway is to be blocked temporarily, in addition to authorization from the General Manager of the Ranch, and notifying the Black Butte Ranch Police Service District, the Black Butte Ranch Fire Department must also be notified
3.6.5 - Overnight parking of Class A or C Recreational Vehicles travel trailers, fifth wheels, motor homes, boats, or trailers of any kind in any Ranch parking lot is prohibited. Residents and guests may park a Class B “camper van” or truck camper in a designated spot if the vehicle is used as a primary mode of transportation and not slept in while parked at Black Butte Ranch.
3.6.6 - Employees shall park in designated parking areas as stated in the Black Butte Ranch Employee Handbook.
3.6.7 - Parking a vehicle in a space specifically designated as a location for the charging of electric vehicles is a violation of the Black Butte Ranch Rules and Regulations when either:
- The vehicle was not designed to be charged at a charging stations, or
- The vehicle is fully charged and remains parked at the charging station in excess of 30 minutes, or
- The vehicle exceeds two hours of charging time at the charging station.
3.6.8 -Parking a vehicle in a designated loading zone in excess of 20 minutes is prohibited.
3.6.9 - Parking in a designated fire lane is prohibited for non-emergency service vehicles.
Discharging of firearms is prohibited.
All fireworks (possession, use, and sale of) are prohibited.
Swimming and/or wading in all lakes and streams is prohibited.
Fishing is prohibited in any lake or stream other than Lake Phalarope. Where fishing is permitted, it shall be fly fishing only with barbless hooks and a catch and release procedure. An Oregon fishing license is required.
Flotation devices on all lakes and streams are prohibited. The only exceptions are BBR provided rental equipment during designated hours on Lake Phalarope.
